i did the moroccan's offer and now i want to do the internationnal offers but i can't.
How can i do for doing this?? please answer

it makes me that
Due to a large amount of fraud from the IP range you are using, you are not allowed to use the international offers section.

This explains everything ... too many people benefiting from the your range IP address was cheating so IP range was locked.
