I did the I-Say.com survey for Canadians 3 times and FreeLotto.com once, when I checked my paypal is still only has 75 cents, plus I-Say gives 60 cents per. And it says Status "Paid" for them.

You got paid for the I-Say offer once. Same for the Freelotto offer. You cannot complete the same offer twice.
and as mentioned in the rules : 5) When you ask for a payment do it only once! We won't pay to users who send us the same request a couple of times. One time is enough!

That's okay if the profile wasn't approved and he just tried again to get approved, however as people mentioned payout is made only once.
