You need to pay for your own specific domain (eg. ".com" ".org" etc.)
Try and look around on
http://www.godaddy.com/default.aspx
If you're going to pay anything, remember to google their web coupons, as you get it a little cheaper if you enter one of them.

I tried GoDaddy but can not pay because I don't have a card on paypal. and can not pay...

Remember, you also need a host. If you just buy the domain, you won't be able to do anything with it. But you could create a user on one of those sites that give you a free website, they often accept you to use your own domain.

You can get a normal host by free. But a domain like ".com" ".org"... u have to pay money.. u can use the money you earn here, usually domains are cheap ;-) and I think nobody's going to give you a donation :/

Domains are cheap, but the server for it to run, isn't. But as I mentioned you could try one of the free hosts to host the server.
