wondering ... can unverified paypal accounts still use the money inside the account?

I believe so. The only restriction to not being verified (to my knowledge) is that there is a maximum amount of money that can be received and sent to other users.

Just because you aren't verified with paypal doesn't mean you cannot receive paypal money from GPTreasure.

You just need a credit card registered on your account to use the money on it, you don't need to be verified.
