Hello!

Please search google about safety tips. Penpal are usually scammers so you must see if he or she is really legit. Penpal is an internet friend or mail friend,so if he asks for money,do not give him NOTHING.

You can send. That is your wish and no one can interfere with it. But I would recommend you not to send because they might be scammers :)
