Well, should be possible, now I don't personally have an AlertPay account, but I guess you could always transfer your AlertPay moneys to your bank account, and then transfer them from your bank account to PayPal =b

You could exchange it with someone, but it's a little risky because you can't know if he is trust worthy or not.

Correct, but also please note PayPal is strictly against such transactions and if they find you doing it they might limit your account.
