You don't have any tasks available is that what you are trying say :) ? If so, then Cash Tasks come out on daily bases so keep checking hopefully you will get more tasks in future.

I complete a lot of tasks and request cashout then.But all my request was rejected.

This is because you are not from the US and you're not allowed to complete US offers.
