No... I think You cannot, I explain you the main reason below:

If you advertise get-paid in any PTC site then for example you'll get 20 referrals in less than 30minutes so the referrals
system will detect it as fraudulent referrals.

And they will just register, maybe they don't complete any offer so you don't get paid for them.

Even google adwords doesn't allows you to advertise your referral link. You are only allowed to use http://www.get-paid.com other wise they will suspend your account.
