Earn Coin Access Blocked

I am new user, when i am trying to access Earn Coin section, it shows message
"Your IP address was seen on another user. This section is now blocked. Contact us for more information."
I have no idea about this message as i have only one a/c and only i have been allotted the ip address which i use.
PLZ help...
