No Level Bonus Coins for Webmoney Users?

When I entered my webmoney payment detail, I noticed that my earned coins had decreased a few soon afterwards. I checked my earnings detail, and apparently the status of Bonus Coins - Level 9 and so had been changed from approved to rejected.

Does that mean there is no level bonus coins for webmoney users?
No hard feeling, just want to confirm things.
