why it happen? i already cash out before but this is my first time i saw that..

The status "Not tracked" means the offer was not tracked in the system, i.e. not approved.
This could be from many reasons such as if you provided invalid details or already registered for that promotion in the past, or if you details were already in the system by/from someone else etc.
