Is what the gpwarrior said, Steam is a Game Platform where you can buy games or stuff for games, and he has a kind of "wallet", on this wallet you can add funds to purchase all the stuff, on Brazil we have the option to adding R$10,00, R$20,00, R$50,00, R$100,00, R$150,00 and R$200,00 (i dont' know which values in dollar :x). And you can add this funds with a code, this code is generated when you buy funds and send as a gift.

I'm new on this website, but steam gift cards would be quite nice, since it would make things easier for a lot of Steam users :)
