After 30 days we cannot make any commitment of paying for them because it's beyond a 'normal' given time for a user to use his account.

You and your referrals should be active and complete at least one offer in order to get paid for them, and you will not get paid for getting inactive referrals.

If you have one offer you can be paid for refferalls.

Now if you have a refferal (like you) and they are not active, now at this time you have 30 days time to let admin now, in this 30 days you can ask admin every day for re-check the refferals.
you can send admin a pm for a re-check.
