No, this website doesn't think that way.
There are International and Gold club offers available for anyone and everyone.
As for the advertisers, they usually want sign-ups from US or UK so yeah, maybe they don't need members from Serbia right now.

There are many European countries that we don't have offers for, just as Victor said. It's definitely not because of us, but because of advertisers. Right now there aren't many advertisers looking for users from specific countries so if they don't look for it we can't do anything, that's the way the market works.
As always however we have an International section as well as Gold-club. :-)
