You submitted it on Monday evening Brazil time but it was already Tuesday Europe time, so the next cycle will run next Tuesday-Wednesday, you literally missed it by a few hours.

i have the same problem i submit the offers in monday and tuesday but what i submit in monday the server says that is about 12 am i all my offers are still pending what happen admin?

We rolled over some of the requests into this week's payout cycle.
