What does the submitter on/off button do?

Dear "Druan",
When you set it as "Submitter On" you'll have an option to visit the offer from the same window and submit it directly from the same window. You are required to complete the daily surveys while the submitter is on. And when the submitter is off, the offer will be opened in a new tab and after you completed it you'll have to go back to Get-Paid tab and mark it as completed. You can choose whatever you prefer.
