what does the rule mean

8) Only 1 user is allowed per IP Address and PC. Accordingly, in a case of fraud a payout won't be processed unless the member verifies his identity that he used for taking the problematic offer. Verification would be made by providing us with a copy of your Photo ID/ State ID/ Driving License or Utility Bill.

I want to pay attention to the admin and moderators for the above rule.

This rule is in my eyes self-explanatory. It says if you have trouble with getting paid due to either shared IP's (College, Libraries etc.) you can fix this by verifying your IP with either a copy of your Photo ID/ State ID/ Driving License or Utility Bill.

Yes, your card would be enough, we understand some users aren't US users and have different type of ID. Anyway, this rule is irrelevant towards the vast majority of our users, so as long as we don't ask you for it you don't need to provide it.
