I completed the offers submitted for review, the system displays the following:

Forbidden
You don't have permission to access / modules / myoffers / problems / .html on this server.

Is this what does that mean? I am located in a region is not suitable for the completion of this concession?

But just a server problem, so no worries there :-)
Just wait for the admin to reply, and he'll probably be able to fix it.
